Prospects for the development of criminal law policy in modern realities were discussed within the framework of the XI St. Petersburg International Legal Forum

12 May 2023 y. at the site of the XI St. Petersburg International Legal Forum took place session “Criminal Policy in an Era of Change: challenges and how to face them.

The participants of the event considered promising areas for the development of criminal law policy and issues of raising the level of criminal law support for national interests. Particular attention during the discussion was paid to the creation of mechanisms for optimizing criminal procedural activities..

Deputy Minister of Justice of the Russian Federation Vadim Fedorov noted, that modern Russian criminal law policy faces the challenges, in particular to reduce the level of crime, stabilization of the lawmaking process in the field of criminal law and legal proceedings, increasing the level of competition in criminal proceedings.

“It is long overdue to form the concept of the criminal law policy of the Russian Federation, determining the strategy of the state in the field of combating crime. To prepare proposals for the draft Concept, an appropriate interdepartmental working group has been formed at the site of the Ministry of Justice of Russia, the first meeting of which was held in April of this year", Deputy Minister said.

He noted, that the implementation of the Concept should ensure, among other things, the possibility of a wider imposition of penalties, non-custodial.

The Ministry of Justice of Russia is working, aimed at changing approaches to the application of criminal penalties, as well as optimization of the timing of litigation.

For iexample, in the near future it is planned to expand the possibility of using electronic documents at the stage of preliminary investigation by the investigating authorities and the prosecutor's office. In this direction, the Ministry of Justice of Russia is developing a draft law on familiarization with the materials of a criminal case in electronic form.. This will simplify the relevant procedure for the accused and will allow for the simultaneous familiarization of all interested parties with the case materials..

The session was attended by Judge of the Supreme Court of the Russian Federation Oleg Zatelepin, Chairman of the Judicial Collegium for Criminal Cases of the Supreme Court of the Republic of Belarus Sergei Kondratiev, Commissioner for the protection of the rights of entrepreneurs in the city of Moscow Tatyana Mineeva, вице-президент по правовому регулированию и правоприменению Российского союза промышленников и предпринимателей Александр Варварин, Director of the Institute of State and Law of the Russian Academy of Sciences Alexander Savenkov, Chief Researcher of the Institute of State and Law of the Russian Academy of Sciences Alexey Alexandrov, Head of the Expert Center for Criminal Law Policy and Enforcement of Judicial Acts of the All-Russian Public Organization "Business Russia", ambassador “business officer” Ekaterina Avdeeva.
