Usage of QR codes in public places and transport

Recently, State Duma were submitted two bills on the introduction of a system of qr-codes in public places and transport, including railway and air transportation.

1. Bill "On Amendments to the Federal Law "On the Sanitary and Epidemiological Welfare of the Population"" changes the rules of visiting:

  • mass events
  • cultural institutions
  • non-food stores
  • catering establishments

To do this, citizens will need

  • medical exemption from vaccination
  • confirmation of the having recovered from the virus
  • qr-code of vaccination

Until 1 February 2022 y. a visit will be possible in the presence of a negative PCR test.

Also, that to visit pharmacies, grocery stores and points of sale of basic necessities will not be subject to any restrictions.

More detailed regulation of the introduction of the QR code system is provided to the subjects of the federation: regional authorities will independently determine a specific list of places, which will be available to citizens only if there are contraindications to vaccination, confirmation of having recovered from the disease, vaccination certificate.

2. Bill "On Amendments to the Article 107 The Air Code of the Russian Federation and the Federal Law "Charter of Railway Transport of the Russian Federation" establish the procedure for using qr codes when moving citizens on airplanes and trains.

Requirements, similar to visits to public places, will be extended to international and intercity flights and trips. To make a trip or flight, you will need to confirm:

  • Vaccination
  • contraindications to vaccination
  • transferred disease

For a certain period of time, movement will be possible in the presence of a negative PCR test: the term will be determined by the regional authorities.

These measures will be valid until 1 July 2022 y.
