Ekaterina Avdeeva took part in a meeting on the development of a network of correctional centers

Member of the General Council of Business Russia, Ekaterina Avdeeva, head of the Expert Center for Criminal Law Policy and Enforcement of Judicial Acts, took part in a meeting on the development of a network of correctional centers chaired by Minister of Justice of the Russian Federation Vsevolod Vukolov. At the end of the meeting, she announced, what in 70 subjects of the Russian Federation 250 enterprises and organizations expressed their readiness to participate in the creation of correctional centers and use the labor of citizens, sent to forced labor".

In 2022 year is planned to create 15.380 places. Of these, on the basis of the penitentiary system - 2.413, organizations - 10.229, subjects of the Russian Federation - 2.738. The creation of a network of correctional centers is planned in two directions: on the basis of model structures and by carrying out repair work of objects of the criminal correctional system. In total, the Government will allocate the Federal Penitentiary Service for the creation of additional places 2 RUB billion. pursuant to the order of the Government of the Russian Federation No. 31.05.2022 №DG-P4-36 ave.

According to Ekaterina Avdeeva, the need to develop a network of correctional centers is due to a number of reasons. "We're dealing with a Win-Win-Win strategy in terms of the state, whole society, businesses and citizens themselves, serving forced labor", - the expert is sure.

In terms of public safety, breaking social ties, the lack of full employment opportunities and the influence of the criminal subculture leads to an increase in recidivism. According to statistics, from 100 thousands. released from prison 44 thousands. commit crimes again. The creation of specialized centers and the possibility of employment of convicts is an important preventive measure to reduce crime.

From the point of view of the state, budget expenditures for the maintenance of convicts in correctional colonies are higher, than in correctional centers.

For businesses and organizations, the development of a network of correctional centers will open up opportunities to attract additional labor against the backdrop of labor shortages and the outflow of migrants during the COVID-19 pandemic, and for the convicts themselves - to get a job, learn a new profession and reduce the term of serving a sentence.

"Accommodation of persons, serving forced labor, in correctional centers provides them with almost 100% employment and helps to restore their social ties. All this, along with social adaptation, rehabilitation and resocialization after release, lead to a reduction in recidivism.", – concluded Ekaterina Avdeeva.
