ANNOUNCEMENT. Liability for tax crimes: a course towards a balance of private and public interests. Science questions, practices and legislation

7 June in 15:45 (Moscow time) Within the framework of the RANEPA Tax Week, a Scientific and Practical Conference will be held on the topic “Responsibility for tax crimes: a course towards a balance of private and public interests. Science questions, practices and legislation». The organizers were the Higher School of Law of the Institute of Public Administration and Management of the RANEPA under the President of the Russian Federation, Delovaya Rossiya Expert Center for Criminal Law Policy and Enforcement of Judicial Acts.

In the context of geopolitical and economic instability, taxation issues are of particular relevance due to, one side, with the mitigation of the tax burden for the stable development and growth of domestic entrepreneurship and, on the other hand, with the need for timely replenishment of budget funds. State support measures contribute to ensuring the balance of private and public interests in the tax sphere, in particular, introduction of the "SME +" category for seamless business scaling in the legal field while maintaining certain types of federal and regional benefits, as well as systemic gradual liberalization of criminal legislation in relation to tax crimes.

However, this effect should not be overestimated.: it is important to develop mechanisms to counter unfair practices of market participants in order to ensure conditions for safe business. Particular attention should be paid to the mechanisms for the prevention of administrative and coercive pressure., creating a comfortable regulatory environment, as well as identifying new types of violations of tax and criminal laws, development of mechanisms for prevention and counteraction.

To participate in the scientific-practical conference are invited: financial institutions, credit organizations, representatives of the expert and legal community, employees of leading law universities in Russia, representatives of the Central Bank, Ministry of Finance, Rosfinmonitoring, GUEBiPK Ministry of Internal Affairs of Russia, Investigative Committee, Academy of the Investigative Committee.

Following the discussion of topical issues of liability for tax crimes, improvement of legislation and law enforcement practice, publication of a collective monograph is planned.
